Dr. Vitaly M. Chmyrev Director
Vitaly Chmyrev was born in 1945. In 1967 he graduated from the Leningrad State
University, department of physics, specialized in geophysics. In 1973 he
received Ph.D. degree in Radio Science for his work "Induced emissions
and decay interaction of VLF waves in the Earth magnetosphere" from the
Institute of Terrestrial Magnetism, Ionosphere and Radio Wave Propagation
(IZMIRAN), Russian Academy of Sciences. In 1996 he received Doctor of
Science degree for the work "Non-linear low frequency wave processes in
the ionosphere-magnetosphere plasma" from the Institute of Physics of the
Earth (IPE), Russian Academy of Sciences.
Dr. Chmyrev published more then 90 scientific papers in refereed journals
related to propagation and interaction of waves in space plasma, studies
of active impact of electromagnetic waves and particle fluxes on the near
Earth environment, ionospheric effects of earthquakes and hurricanes, etc.
Since graduation Vitaly worked in Kaliningrad Ionosphere - Magnetosphere
Observatory. Then after completing post-graduate course in IZMIRAN, he
continued in this Institute first as a Researcher, followed as Head of
Laboratory, followed as Head of Division and finally as Deputy Director
of IZMIRAN. Since 2000 he is the head GEOSCAN International Agency on
Complex Monitoring of the Earth, Natural Disasters and Technogenic
Catastrophes and Chief Scientists in IPE.

Mr. Igor Yu. Sergeev Technical Director
Igor Sergeev was born in 1976. He received Bachelor in Physics from Moscow
Engineering Physical Institute (the Technical University) in 1998. He graduated
from Moscow Engineering Physical Institute (the Technical University) in 1999
when he received Master's degree in Theoretical Nuclear Physics. Currently he
is a Scientist in Institute of Terrestrial Magnetism, Ionosphere and Radio
Wave Propagation Russian Academy of Sciences (IZMIRAN) and from 2000
Technical Director of GEOSCAN International Agency. He is author of 11
scientific work. Area of expertise includes atmospheric electricity,
electrodynamics of the ionosphere, waves in the atmosphere. Also he is specialist
in digital electronics and programming.

Mr. Hemant R. Patel
Head of International Sales & Marketing
Managing Director of Geoscan (UK) Plc
Hemant Patel was born in Uganda in 1955 in an Indian family of
entrepreneurs having business interest in commodities, rice plantation and
motor spares. The Patel family immigrated to Britain in 1972 as political
refugees and settled down, where Hemant continued with his studies. In 1979
he graduated in Business Studies from the University of Westminster,
specialising in Accounting and Finance. Since 1980 he works as a Director
of Etherlock Ltd and since 1985 - as a Director of BTB Corporation Ltd.
Through the combination of different mentoring factors such as family roots
deeply entranced in entrepreneurial activities, work experience with
different organisations and visits to many different countries over a
period of time, Hemant has acquired diverse knowledge and understanding of
different cultures and business practises. This has been a potent tool for
Hemant in gaining profound experience and insight into business processes
under different environments and conditions. In 2000, Hemant met Dr Vitaly
Chmyrev in Korea at the Technomart Exhibition when the possibilities of
introducing Russian aerospace technology in the global commercial market
were first discussed. Through subsequent intensive research in different
aspects of aerospace technologies and their potential usage and
applications, Hemant and Vitaly put together the project - GEOSCAN NETWORK -
the deployment of wireless communications infrastructure through High
Altitude Platform Station, using Russian made M-55 stratospheric aircraft.
Geoscan (UK) Plc was established in London in 2001 for commercial
exploitation of GEOSCAN NETWORK with Hemant Patel as the Managing Director.
In 2002 Hemant joined GEOSCAN International Agency on Complex Monitoring
of the Earth, Natural Disasters and Technogenic Catastrophes as Head of
International Sales and Marketing.

Dr. Valery M. Sorokin Deputy Director
Valery Sorokin was born in 1945. In 1969 he graduated from the Moscow Engineering
Physics Institute (MEPhI), department of theoretical and experimental
physics, specialized in theoretical nuclear physics. In 1975 he got
PhD for his work "Investigation of geomagnetic field variations" in the
All-Union Scientific Research Institute on Optical and Physical Measurements.
In 1988 he acquired Doctor of Physical and Mathematical Sciences degree
for the work "Wave processes in the ionosphere related to geomagnetic
field" in Institute of Terrestrial Magnetism, Ionosphere and Radio Wave
Propagation (IZMIRAN), Russian Academy of Sciences. The list of his
publications in reviewed international and Russian scientific journals
includes more then 120 papers and 2 monographs. These works cover the
spheres of electrodynamics of ionosphere and atmosphere - ionosphere
coupling, propagation of MHD waves in space plasma, studies of
electromagnetic effects of nuclear explosion in the near Earth
environment, interaction of radiation and gases, ionosphere response on
earthquakes and hurricanes, etc.
After graduation from the MEPhI Valery worked in All-Union Scientific
Research Institute on Optical and Physical Measurements till 1994, then
he continued in IZMIRAN as a Leading Researcher and Head of Laboratory.
Since 2000 he is at the deputy director of GEOSCAN International Agency
on Complex Monitoring of the Earth, Natural Disasters and Technogenic
Catastrophes, combining this work with the activity of Head of
Laboratory of Electromagnetic Fields Theory in Institute of Terrestrial
Magnetism, Ionosphere and Radio Wave Propagation (IZMIRAN), Russian
Academy of Sciences.

Prof. Oleg A. Molchanov Director R&D Center
Oleg Molchanov was born in 1940. In 1962 he graduated from the Leningrad
State University, Department of Physics, specialized in Radio Science.
He received the Ph.D. degree from the Gorky State University in 1969 and
the Doctor of Science degree from the Institute of Terrestrial Magnetism,
Ionosphere and Radio Wave Propagation (IZMIRAN) of Russian Academy of
Sciences in 1987.
After graduation Oleg worked in IZMIRAN first as Researcher, followed as
Head of Laboratory and finally as Head of Department. From 1990 to 1992
he was Leading Scientist in the Institute of Physics of the Earth (IPE)
of Russian Academy of Sciences. During the followed career Oleg worked
as Invited Professor in the University of Electro-communications (Tokyo,
Japan, 1992-1995), Invited Professor in Otago University (Dunedin, New
Zeland, 1995-1996), Senior Scientist in the Earth Observation Research
Center, National Space Development Agency of Japan (Tokyo, Japan, 1996-2001).
After returning to Russia in 2001 Prof. Molchanov continued in IPE as a
Chief Scientist and joined the GEOSCAN International Agency where he
heads Research & Development Center.
Prof. Molchanov is author of more then 200 scientific papers and 4 books.
He is the USSR State Prize Winner of 1986 for outstanding scientific
research, member of American Geophysical Union, member of Russian
Geophysical Committee and member of Commission H of International Union
of Radio Science.

Mr. Boris N. Lepukhov
Chief Designer
HAPS and Aerial Platforms for Geophysical Radar Systems
Boris was born in 1954. He graduated from the Moscow Energetic Institute
(the Technical University), department of Radio Engineering, specialized
in Radio Physics. Since 1977 he works in the MYASISHCHEV Design Bureau,
currently as a Deputy Chief Designer. He was involved in the development
of stratospheric plane M-55 "Geophysics", M-101 "Gzhel" aircraft, various
types of airliners and dirigibles. Since 1996 Mr. Lepukhov heads the
aircraft campaigns with participation of high-altitude M-55 "Geophysics"
plane in International Research Programs APE, APE-GAIA, APE-THESEO,
APE-INFRA, ENVISAT-VALIDATION, EUPLEX and TROCCINOX. In 2002 Boris joined
the GEOSCAN International Agency where he leads the development of High
Altitude Platform Station (HAPS) for Geoscan Network and Aerial Platforms
for Geophysical Radar Systems.

Prof. Vitaly M. Melnikov
Head Department of Space Energetic Systems
Vitaly Melnikov was born in 1945. In 1969 he graduated from the Moscow
Aviation Institute (MAI), Chair of energetic facilities and electrical
machines. After completing post-graduate course in 1975 Vitaly received
PhD degree for his work "Development of highly non-equilibrium cesium plasma
source at the pressures up to 1000 Atm" from MAI. Since 1976 he has worked
in the Design Bureau of Korolev Rocket-Space Corporation ENERGIA. In 1996
he received Doctor of Sciences degree for the work "Development of large-size
space structures deployed by centrifugal forces" from the Moscow State
Technical University. Since 2003 he is full professor in Moscow Aviation
Institute and the Head of Department in GEOSCAN International Agency on
Complex Monitoring of the Earth, Natural Disasters and Technogenic Catastrophes.
Prof. Melnikov is author of about 150 scientific papers and technical reports
and 1 monograph. He is full member of Russian Academy of Cosmonautics.

Dr. Valery I. Kostenko
Head Department of Thermal Physics and System Engineering
Valery Kostenko was born in 1939. In 1963 he graduated from the Aircraft
Department of Moscow Aviation Institute. From 1962 to 1970 he has worked in
Korolev Rocket-Space Corporation ENERGIA and then - in Space Research Institute
of Russian Academy of Sciences. Currently he is a Head of Laboratory in this
Institute. His professional interests lie in the fields of applied thermal
physics and thermal support devices, optoelectronic instruments, designing of
micro-satellites and their elements, ground-based testing of space technique and
the tests equipment. In 1979 Valery received PhD degree and in 2003 - the Doctor
of Sciences degree from the Institute of Space Research. He is an author of 27
patents and 80 papers published in Russian and International scientific journals.
In 2004 Dr. Kostenko joined the GEOSCAN International Agency, where he leads the
direction of Thermal Physics and System Engineering.
